How do you build funding for institution-wide priorities when most of your money is already earmarked to be spent before it comes in the door? Higher education leaders have been grappling with this challenge for decades, and most would say unsuccessfully.

In other industries, organizations typically reserve 5% to 10% of revenue for strategic initiatives. For colleges and universities, the average is 1% to 3%, with some well below that range.
