States closely monitor how institutions reallocate surplus appropriations funds. This report details policies for unspent appropriations in five states, describes how states approve carry-over spending, and includes state allocation distribution schedules.

  • Key observations from our research:

    1. Nearly two-thirds of states allow public institutions to retain some unspent appropriations.

    2. Institutions disclose and explain annual surpluses to state legislatures as part of budgeting process and carry-over approval.

    3. Legislatures maintain consistent budget distribution schedules.

    4. States receive input on carry-over policies through institutional legislative affairs offices.
