Many of a college or university's most important strategic initiatives are at the unit level. This means CBOs must increasingly work closer with unit leaders on strategy development and implementation.

However, many unit leaders—particularly faculty—lack the skills or training necessary to complete adequate business cases for fund requests. Since their proposals lack standardization and vary in quality, it's challenging for central leadership to compare the merits of different proposals.
