IT staff management is a perennial concern for most CIOs, as staff continue to be the most important resource in any IT organization. IT leaders often take reactive approaches to change because they are focused on operational issues, which may cause problems such as gaps in skills or knowledge and misalignment of IT goals with institutional goals.
